The Chief Audit Executive is responsible for ensuring a risk based audit function is in place and functioning effectively and in accordance with the Institute for Internal Audit Standards (IIA Standards). The internal audit function is an element of management control which measures and evaluates the effectiveness of all Bank operations and is evidence of an effective internal control system as required by FCA Regulation 618-8430 and Internal Audit policy. This involves going beyond the accounting and financial records to obtain full understanding of all Bank operations. This position determines whether:

The Bank s objectives are effectively achieved.
The Chief Audit Executive is also responsible for ensuring a program exists for evaluating credit practices including the accuracy of reporting on credit quality, credit administration practices and collateral evaluation. Supports affiliated lending cooperatives by participating in educational programs designed to assist them in developing sound programs around SOX and internal audit.
In this position you will also:
Engage in fact-finding, research and communications with senior management and staff to maintain a comprehensive understanding of the bank s risk profile.
Drive the development of and execute against risk based audit plans that clearly define the objective and scope of each review, employing critical thinking and appropriate testing methodologies.
Provide an independent appraisal of controls over financial integrity, operational effectiveness, IT controls for security, privacy and availability, and compliance with laws and policies.
Oversee the development of comprehensive audit reports and the preparation of presentations to management.Follows up and appraises the implementation of corrective actions.
Develop comprehensive department policies and procedures that promote the International Standards for the Professional Practice of Internal Auditing.
Supervise Internal Audit staff, provide training and instruction, conduct performance evaluations, and oversee staff to ensure accountability for their areas of responsibility.
Facilitate activities of the Bank Board Audit Committee and provide information as necessary to assist them in their fiduciary responsibility.
Evaluate management efforts to address regulatory compliance with a reporting function to the Bank Board.Facilitate the work of the Audit Committee through daily contact with operating groups of the Bank engages in efforts to achieve compliance with FCA requirements and Internal Audit recommendations that are considered necessary for safe and sound operations.
Assist the Audit Committee in the establishment, maintenance and monitoring of the Ethics Hotline.Make periodic reports to the Bank Audit Committee on the status of cases received through the Ethics Hotline.
Bachelor s degree in Accounting, Finance or equivalent education, with at least fifteen (15) years of direct experience in the field of auditing financial services, information technology, and credit analysis and loan grading in a highly regulated environment. Position requires a minimum of 5 years experience in a management position. An understanding of Sarbanes Oxley Section 404 is required as well as experience issuing SSAE 16 and SOC reports. CIA or similar industry recognized certification required.
