Leidos SCRUM Operations Deputy Program Manager in AUSTIN, Texas


Systems Made Simple, a Leidos Company, is seeking a SCRUM Operations Deputy Program Manager, contingent upon contract award, in Austin, TX, Clearwater, FL or Vienna, VA.

The candidate will provide management and oversight of the Benefits Integration Platform (BIP) program, by directly and indirectly managing all operational SCRUM activities, ensuring alignment with contractual obligations, program goals, and objectives. BIP is an initiative for the reduction of the technology footprint supporting the Veterans Benefits Administration (VBA) and the National Cemetery Administration (NCA), through the expansion and reuse of the Veterans Benefits Management System’s (VBMS) technology platform.

The candidate will utilize the Agile/Scrum Methodology process, in accordance with the BIP framework comprised of predefined meetings, roles, artifacts, and terminology which promote and emphasize delivery, open communication, team self-organization, and stakeholder participation, for the complete Agile Software Development Cycle (ASDC).

The candidate will manage a team of Scrum Masters responsible for the facilitation of Scrum Daily Stand-ups, Planning, Retrospective, Backlog Grooming, and Review sessions; and represent the team at the Scrum-of-Scrums (S2) and Super Scrum-of-Scrum meetings.

The candidate will ensure Scrum teams are comprised of the appropriate cross-functional roles, coach the Leidos organization in its Scrum adoption, ensure all Scrum team members complete the required Talent Management System (TMS) training courses, mitigate project issues and risks, manage the Build, Product, and Sprint Backlogs, instruct associates and stakeholders in creating Rational user stories, remove impediments, recommend continuous improvement, and participate in capacity and resource planning.

The candidate will provide the following for Build, Product, and Sprint Backlogs: Burndown Charts, backlog tracking, velocity, and task definition; and generate the Requirements Traceability Matrix (RTM), by mapping user stories to requirements and/or Epics in Rational.


Required Skills:

  • Must be able to obtain and maintain a Tier 4 security clearance.

  • Bachelor’s degree in Computer Science, Information Technology or related discipline.

  • Minimum 10 years of experience in the Software or IT field.

  • 2 years of experience with Agile and/or Scrum as a Product Owner or Scrum Master.

  • Excellent relationship building skills and sound interpersonal skills, maintaining a high level of professionalism.

  • Intermediate user of Rational Tools.

Preferred Skills:

  • Master’s Degree in any related field.

  • Certified Scrum Master (CSM), Certified Scrum Professional (CSP), Scaled Agile certifications (SA), Project Management Professional (PMP) or Government Program Management Certification Level II (Level III preferred).

  • Knowledge of VBMS, NCA, and/or VBA technology platforms.
