Technology Program Manager

Conduent is looking for an experienced Technology Program Manager/Systems Development Director to provide strategic leadership and oversight of the District of Columbia’s Medicaid Management Information System (MMIS), Decision Support System (DSS), other related peripheral systems and associated staff. The ideal candidate must have experience in healthcare, have a solid Information Technology (IT) background and keep up-to-date with advancements in the healthcare and IT industries. Apart from education and experience, the ideal candidate must have every quality of a leader and a strong strategic and business acumen.

Responsibilities:

  • Serves as single point of contact for the client

  • Frequently interacts with executives for status reporting and establishing strategy

  • Provides direct supervision to individual contributors and/or subordinate supervisors.

  • Manages a virtual team of 30 – 40 employee and contractor resources

  • Interviews and hires new team members

  • Provides direction to employees according to established policies and management guidance.

  • Coordinates across multiple teams, both internal and external, to facilitate timely and quality implementations of IT initiatives

  • Oversees the issue creation and resolution process

  • Oversees the change management process internally and with the client

  • Directs and coordinates activities related to the design, development and implementation of system enhancements and modifications

  • Maintains ownership of entire Systems operations – from Infrastructure, Network, Change Design, development, project implementation and client communication

  • Reviews current status of system applications and prepares recommendations for improvements.

  • Plans for and executes projects for federal and state compliance

  • Participates in pricing and technical reviews of proposals, bids, contracts, etc.

  • Reviews and provides recommendations on IT expenditures.

  • All other duties as assigned.

Required Qualifications

  • 7 years of experience working in MMIS and/or other Healthcare payer system

  • Minimum of three years’ experience managing large technical teams (including subcontractors) across multiple disciplines/functional areas

  • Demonstrated comprehensive experience managing the planning, developing, testing, and implementing of software application changes

  • Demonstrated comprehensive experience using software development lifecycle methodologies

  • Demonstrated ability to simultaneously manage large scale concurrent projects and effectively respond to unanticipated customer business priorities

  • Demonstrated ability to manage staff in a complex IT environment

  • Demonstrated knowledge/skills in health payer industry standards, including transaction sets, code sets, valid value sets, standards for paper claim forms, etc.

  • Change management process development and enforcement experience

  • Quality assurance process development and enforcement experience in healthcare payer industry

  • Customer service orientation

  • A degree in Information Systems or Computer Science, or equivalent combination of education and experience

Desired Qualifications

* The ideal candidate will live/work in Washington D.C., but we will consider candidates needing to work from other Conduent facilities. Occasional travel to the client site is required.
