Responsibilities

Under the direction of the Child and Youth Services (CYS) Technology Program Manager, provides assistance in the management of the child and youth technology program from the headquarters level.

Provides independent leadership, development, support, and program administration by implementing information technology systems and services for child and youth programs to Army Garrisons worldwide. Work involves the planning, development, design, testing, quality assurance, configuration, installation, implementation, integration, maintenance, and /or management of networked systems or internet. Provides systems/applications development, web development, and technical management of government SharePoint portals and associated websites.

Responsible for general technology and training support to Child and Youth Services Program Headquarters, Directorate, and Garrison staff. Ensures that CYS IT personnel in Garrisons are proficient in Youth Technology Lab operations. Provides training and technical assistance to CYS staff in implementing baseline programming in accordance with Army guidelines and standards. Required technologies include surveillance and automated IT systems used in the administration of CYS programs and services; Commercial Enterprise Network (CEN); youth technology labs; social networking technologies; and the CYS Youth Technology Practicum. Supports delivery of IT services for the Youth Leadership Forum, internet-based learning modules, and web-based data collection tools.

Leads special projects and teams providing subject-matter expertise and consultation. Acts as contracting officer representative for multi-million dollar IT programs within Army CYS.

Conditions of Employment

Must become DOD 8570.01 IAT Level 2, baseline certification compliant within six months of employment. Travel required to locations within the United States and overseas; must maintain valid passport. Satisfactory completion of pre-employment background checks in accordance with AR 215-3, 2-15m, and a Child Care Tier 1 background investigation is required. Must have current health assessment which documents good mental and physical health, freedom from communicable disease, and immunizations IAW current Army and DoD policy including annual influenza vaccinations.

Qualifications

QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. All qualification requirements must include experience performing duties equivalent in scope and complexity to the next lower grade level.

Candidates must possess specialized experience performing duties equivalent in scope and complexity to the next lower grade level to include: Demonstrated expertise supporting global IT networks and systems within a complex organization and large population of users, computers, applications, and technologies (preferably within the Department of Defense). Experience demonstrating skill in leading and managing IT project teams (PMI Certification desired)

OR

A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in the following disciplines: Computer science, engineering, information systems management, mathematics, operations research, statistics, or technology management.

In addition to the above, all candidates must possess IT-related experience equivalent in scope and complexity to the next lower grade level to include:

  1. Attention to detail - Experience supporting IT projects based upon the organization's mission and goals.
  2. Customer service - Demonstrated experience providing assistance to both internal and organizations and agencies in the areas of systems support, user needs, and system requirements. Experience assessing customers' needs, meeting quality standards, and evaluating customer satisfaction.
  3. Oral communication - Experience conducting formal presentations and/or briefings to audiences at varying levels of hierarchy and technical expertise.
  4. Demonstrated problem-solving skills - Experience evaluating IT operations of the organization to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.

Highly Preferred Criteria:** 1. Do you possess experience supporting IT network and systems within the Department of Defense? 2. Do you possess a current Project Management Institute (PMI) certification? 3. Do you possess experience as a contracting officer representative within Department of Defense? 4. Do you possess experience on a Department of Defense SharePoint Portal having been provided administrative privileges?
