THE CENTECH GROUP Program Manager (TS/SCI) in Texas

THE CENTECH GROUP, Inc. (CENTECH®) is seeking a Program Manager to oversee administrative and operational support for this multi-functional team of technical level experts and provide program management support services for U.S. Air Force (AF), Cryptologic and Cyber Systems Division, Technical Operations and Infrastructure (TONTO) services contract.

The person in this position will be responsible for providing the overall planning, direction and management of the task and supporting corporate initiatives as needed. Responsibilities include administrative responsibility, personnel and resource management, review technical processes, developing and enforcing project schedules and maintaining professional standards of performance. This person will ensures that the Performance Work Statement (PWS) and requirements are satisfied and that clients will recommend CENTECH for additional work.

This is a bid opportunity, contingent upon award and the qualified candidate may be selected as key personnel. Work location is Lackland Air Force Base (AFB), Texas and requires Top Secret/Sensitive Compartmented Information (SCI) clearance.

  • Primary representative responsible for all work awarded under the contract, participating in Program/Project Management Reviews, and ensuring adherence to all standards

  • Provide program management support to ensure the government’s requirements are met within schedule, fulfill customer requirements, and ensure customer satisfaction

  • Coordinate, integrate, plan, and oversee tasks, functions, contractor administration and management, cost management, and reporting to the government on all activities

  • Monitor program level risks and possible mitigations as they relate to services

  • Monitor work performance, measure results, ensure deliverables and services meet or exceed contract requirements, support management and decision-making, and facilitate communications using key performance measures

  • Risk/problem analysis and resolution

  • Maintain systems to address and record government issues to allow improving of performance

  • Handle requirements and information technology and system engineering solutions using proper database management tools

  • Recommend and provide a cost reduction plans for system and service modernization, upgrades, and replacement activities

  • Activate internal alert notification procedures

  • Use key performance parameters to monitor work performance, measure results, ensure deliverables and services meet or exceed contract requirements, support management and decision-making, and facilitate communications

  • Institute and maintain processes that ensure problems and action items discussed with the government are tracked through resolution and provide timely status reporting

  • Accomplish all necessary phase-in/transition-in and transition-out planning and implementation activities effectively and seamlessly while in continual coordination with the government

In addition to required skills one must also have one or more of the following certifications:

  • Minimum of eight (8) years' experience or equivalent combination of education and experience

  • Professional background in information management (IM)/information technology (IT)/information assurance (IA), cybersecurity and communications (preferably military communications)

  • Project Management Professional (PMP) certification or a Program Management Professional Certification (PgMP)

  • Experience in the use of innovative processes, continuous quality improvement, and project scheduling tools for cybersecurity and communications operations and maintenance (O&M) activities and task deliverables

  • Proven expertise in the management and control of funds and resources and demonstrated capability in managing a task with an integrated team (military, civilian, & contractor staff)

  • Ability to create a government-contractor relationship that promotes achievement of mutually beneficial goals and promotes a partnership environment

  • Candidate must possess a current TS/SCI clearance as a minimum

Must have knowledge of:

  • Weapons Systems (WS) maintenance and support services, preferably the Cyber Command and Control Mission System (C3MS)

  • Help Desk (Tiers 0-2) support services in line with standard AF General Cyberspace Support and Management procedures.

  • Offensive and defensive cyberspace operations

  • DD254 and all security processes for on-boarding staff
