Job Summary

Performs complex technical work in planning and organizing application programming and program analysis. Responsible for complex technical analysis in a variety of systems-to-programming areas.

Essential Duties and Responsibilities

Manage projects using appropriate project management techniques and standards as well as identify any potential risks and create contingency plans. Apply security policies and procedures as well as participate in the development of quality assurance standards and processes. Implements the enhancement and maintenance of existing systems to ensure that methods, processes, or systems evolve with the business needs of the TCEQ. Develop spatial databases, geographic information systems (GIS), improved software engineering processes including requirements gathering, configuration management, testing, quality assurance, peer reviews, and technical solutions. Requirement gathering using techniques such as interviewing, prototyping, and Joint Applications Development (JAD). Prepare charts, diagrams, and tables that model current and proposed systems. Perform the analysis, design, and documentation of processes, data, and hardware utilizing appropriate modeling techniques. Communicate with customers, management, consultants, and other staff to gather and disseminate information. May assist in the hiring, supervising, developing, and evaluating of staff. May supervise junior analysts and coordinate their work to ensure that planning analysis and design are conducted in a timely manner to meet applicable standards and TCEQ’s business needs. Performs other duties assigned.

Required Qualifications

Bachelor’s degree in appropriate field with least three (3) years of experience in systems analysis and programming or the equivalent experience.
