Job Description: Develops Information Resources Division (IRD) technology strategies, plans and procedures to obtain maximum value of information and data assets of the Texas Commission on Environmental Quality (TCEQ). Recommends technical designs, processes, implementation strategies, problem-solving techniques, and configurations as they relate to the agency's Information Technology systems by coordinating with IRD and outsource vendors. Maintains a services component and module inventory, business application functional catalogue, and systems integration diagrams. Develops, coordinates, documents and evaluates TCEQ Information Technology systems to ensure the best use of agency's IT assets, including extensive reuse of components, tools, and services. Oversees complex projects which require planning, documenting, scheduling, and coordinating systems implementations and upgrades, working with vendors, technical staff and customers to ensure smooth transitions to upgraded systems. Prepares systems architecture diagrams and descriptions that represent current and proposed configurations, including costs and benefits analyses of improved or upgraded systems. Formulates logical descriptions of problems and devises optimum solutions; analyzes existing processes and procedures for efficiency and effectiveness. Military Occupational Specialty (MOS) Codes: 25B, 53A, 181X-RL, 182X-RL, 642X-LDO, 26, 030, C4I11, ISM, 0171, 8858, and C4I Minimum Qualifications: Seven years of full-time experience in systems administration, business process analysis and modeling, application development or system and application design. OR A master's degree from an accredited college or university, or technical college with a major in computer science, computer information systems, management information systems, mathematics or a related field (COPY OF OFFICIAL TRANSCRIPT REQUIRED WITH APPLICATION) plus four years of the required experience. OR A bachelor's degree from an accredited college or university, or technical college with a major in computer science, computer information systems, management information systems, mathematics or a related field (COPY OF OFFICIAL TRANSCRIPT REQUIRED WITH APPLICATION) plus five years of the required experience. OR Completion of 18 semester hours (27 quarter hours) in computer science, computer information systems, management information systems, mathematics or a related field (COPY OF OFFICIAL TRANSCRIPT REQUIRED WITH APPLICATION) plus six years of the required experience. Preferred Requirements: Experience in design, implementation and/or administration of multi-tiered information technology (IT) environments. Redhat Server certification. Microsoft Server certification. Experience writing documentation and proposals for IT systems and projects, including architectural diagrams. Special Requirements: Moving up to 5 pounds of printed materials. Traveling up to 5% of the time.
