An individual will be hired EITHER as an Associate Business Project Manager or Business Project Manager who is most closely aligned to the following criteria and is able to recognize how strategies, decisions, and business situations impact outcomes to maximize value added to the organization.

Associate Business Project Manager:

The role of the Associate Business Project Manager is providing project-based services from within the Office of Strategic Initiatives Department to the organization, serving in a support role to a lead or project management team.

Business Project Manager:

The role of the Business Project Manager is leading the implementation of the City’s strategic initiatives by providing project management services as assigned for through the Office of Strategic Initiatives. The position may provide detailed instruction and guidance on City initiatives.

Targeted Hiring Range: $55,016- $74,859

Associate Business Project Manager:

  • Perform in a variety of roles, including business analyst, project lead, and facilitator, over a wide range of subject matter and disciplines.

  • Participate in departmental and cross-functional project teams, including production of project deliverables, process flowcharts, timelines and resource requirements.

  • Assist Project Managers as they lead and coordinate project planning activities for large projects. Serve as project lead on small, inter-departmental projects.

  • Assist with communication and execution of approved implementations and monitor through deployment.

  • Facilitate strategic planning exercises, focus groups, and team meetings.

  • May gather business and technology requirements for projects. Meet with users to define and assess needs, recognizing business or process problems and discerning their potential causes. Document requirements in accepted format to communicate to subject matter experts, technology teams, or management.

  • Conduct research and analysis on assigned issues, policies, strategic plans, etc. Prepare and deliver study results, process improvements including final recommendations for response or implementation.

  • Plan, analyze and create written/visual content for the Office of Strategic Initiatives (OSI), and other City departments (Public and Media Affairs (P&MR)) for publication on the City Website, COGnet, and COGworks team sites upon request.

  • Participate in multiple, simultaneous projects in partnership with the Project Manager to gain broader experience of the project management discipline and its application to a range of initiatives from process improvement, information technology to construction projects.

  • Under direct supervision, perform a variety of roles including management analyst, data researcher and reporting analyst, and process engineer over a wide range of subject matter and disciplines.

  • Analyze business and operating procedures to devise the most efficient methods of accomplishing work. Provide assistance in designing new processes, program/project procedures, communications, execution, periodic reports and related continuous process improvement deliverables.

    Business Project Manager:

  • Under general supervision, plan and perform in a variety of roles including project manager and change management facilitator.

  • Monitor and lead cross-functional project teams including developing project budgets, timelines, process improvements, band resource requirements.

  • Develop and document through project team and research, a project scope, cost estimates, phase development, deadlines and checkpoints of a project.

  • Coordinate team members and vendors to produce project deliverables and intended results. Manage conflict and negotiations amongst team members.

  • Promote strategic thinking in identifying possible solutions to business problems. Facilitate continuous improvement initiatives and make recommendations to project champion and steering committees.

  • Guide project team in the application of tools and techniques of project management and methodologies, goals, strategies and business practices.

  • Gather business requirements for project. Meet with users to define and assess needs, recognizing business or process problems and discerning their root causes. Document recommendations in accepted format to communicate to subject matter experts, technology teams, or management best practices to achieve desired outcomes.

  • Conduct research and analysis on assigned issues, policies, strategic plans, etc. Prepare and deliver study results including final recommendations for response or implementation.

  • Supplement gaps in roles and responsibilities resulting from client department resource limitations.

  • Manage and participate in multiple projects simultaneously, ranging in subject matter from process and change management initiatives to information technology or construction projects.

  • Serve as mentor and coach to Project Management Analyst position.

Associate Business Project Manager:

Education/ Experience:

  • Master’s degree in Public Administration, Business, Urban Planning, Technology or related area

  • 3 years experience in Business Analytics, Public Administration, IT, Planning, Process Improvement or communications related area

Knowledge, Skills & Abilities:

  • Basic knowledge in the fields of business operations and managerial concepts

  • Basic knowledge of municipal administration or urban development

  • Basic knowledge of project management concepts

  • Basic knowledge of change management approaches, group facilitation techniques and training delivery methods

  • Intermediate knowledge of Communications

  • Skill with PC-Based tools used to track projects (MSProject, Workfront, SharePoint 2013)

  • Skill in research, analysis, and data measurement techniques and tools

  • Ability to learn new subject matter quickly covering a wide range of disciplines

Business Project Manager:

Education/ Experience:

  • Master’s degree in Public Administration, Business, Urban Planning, Technology or related area

  • 4-6 years experience in Business Analytics, Public Administration, IT, Planning or related area

Knowledge, Skills & Abilities:

  • Comprehensive knowledge in the fields of business operations, continuous process improvement and managerial concepts

  • Comprehensive knowledge of municipal administration and urban development

  • Skill with information technology

  • Skill in project management, training delivery, group facilitation

  • Skill in research, analysis, and data measurement techniques and tools

Associate Business Project Manager:

 Valid Class C Texas driver's license

Business Project Manager:

Valid Class C Texas driver's license

Project Management Professional (PMP) Certification or Certified Associate in Project Management (CAPM) required

The incumbent works in a typical office environment; relatively free from unpleasant environmental conditions or hazards.
