Data is one of Citi's most critical assets, and the quality and management of Citi's data assets is integral to delivering a remarkable customer experience and meeting the bank’s objectives.

The Global Regulatory Program Governance and Control role is focused on deployment of the enterprise data standards and governance and the use and deployment of these criteria to improve the quality of data used in key enterprise processes.This GCT role will be a competency on the Global Data and Analytics team within Data Platforms, Tools and Engineering.

The Global Regulatory Program Governance and Control leader facilitates and assists in the deployment of best-in-class data quality management and controls programs across Global Consumer Technology. This role serves as key GCT data governance subject matter expert, executing the strategy, roadmap, and business case execution across GCT's ecosystem of data environments supporting Risk, Finance, AML and Compliance, etc. This role will champion the governance of enterprise-wide standards.This role is responsible for end-to-end data quality management and controls ensuring that data is captured, delivered and secured accurately and consistently, globally.

The Global Regulatory Program Governance and Control leader works with each Line of Business and senior Data Governance Leaders (MD and Director levels) in Functions, LOBs & Regions to deploy data governance policies, standards and procedures for the organization. This role is responsible for the ongoing management of data quality Issues Management and Resolution, deployment of Managers Control Assessment (MCA) on data, front-end controls, identification and management of Critical Data Elements (CDEs), Key Operational Risk Indicators and policy requirements set forth in Citi’s Data Management Policy (CDMP).

The Global Regulatory Program Governance and Control leader directs and articulates goals and drives change to improve data quality for data used in key business processes across Global Risk, Finance and Compliance processes including CCAR, Basel, Regulatory Reporting and Anti-Money Laundering.This will be a global role to ensure a comprehensive view of quality data regardless the geography or products in focus.

The role will enhance partnerships with all Data Governance Officers, influences and drives work with key GCT CIOs, Risk, Finance and Compliance, Subject Matter Experts and Internal Audit to ensure appropriate consistent standards and resulting data quality measures are in place to meet regulatory commitments and expectations.

PositionSummary:

  • Drive, Implement and monitor GCT’s adoption of& compliance of all key Legal and Regulatory requirements globally. Databeing managed is inclusive of Citi’s information assets, a strategic andcompetitive advantage that covers data about our customers, accounts,transactions, balances, contracts, positions that are essential in firm-wideregulatory & management reporting.Consistency and timely delivery of key reporting with quality is toppriority.

  • Manage committed funding to Regulatoryreporting in excess of $130MM globally including KYC, AML, Genesis, IMRs etc.and a team of analysts, PMs, BAs and development totaling 100 resources.

  • Collaborate and inform GCT Senior Management,LOB’s, Finance, Risk, AML, Internal Audit and Subject Matter Experts on deploymentstrategy, scope and direction to address data-related regulatory findings andcompliance matters that would have significant resource and fundingrequirements across GCT.

  • Relationship development and managementactivities including working with Senior Managers across GCT’s regions andbusinesses and, Citi’s Global Functions to align Regulatory and data qualityobjectives to other Citi and GCT initiatives.Work to integrate data quality investments as part of annual book ofwork and P&L needs.

  • Deploy CDMP’s major programs & initiatives (criticaldata element quality, issue management & resolution, front-end controlsdesign & implementation, policy compliance) including setting goals,prioritization and communication of plans and actions that impact all GCT LOBs& Regions and, support the global requirements of Finance, Risk, AML, KYCand Compliance functions under regulatory commitments (Matters Requiring ImmediateAttention, Consent Orders, Corrective Action Plans).

  • Deploys enterprise-wide strategic initiativessuch as Single Client ID or the governance of ‘big data’ on Citi’s cloud-basedplatforms comprised of structured and unstructured data

  • Drive the deployment of emerging datamanagement & quality technologies in the marketplace that could addsignificant value to our businesses and functions

  • Global program governance and programmanagement for all regulatory programs

  • Resolution of critical program barriers andmanagement of external and internal escalations

  • Risk mitigation and reporting

  • Monitoring regional resource capacity,engagement, and prioritization towards the delivery of committed programs

  • Serve as a senior business resource fortechnology, vendor and third party resources and have accountability in termsof delivering work according to statement of work scope and budget on datarelated initiatives as needed globally.

  • Lead the deployment of complex, multi-yearprogram/projects across multiple LOBs and functions such as finance, risk,compliance and AML to design, deliver and operate new data quality capabilitiesfor GCT as part of regulatory commitments.This may include projects and teams in support of DQIP.

  • The role will identify and lead efforts toimplement necessary policies, procedures and system enhancements to fill currentand future Data Governance gaps.

TeamManagement

  • Evaluate organization design (levels, location,status) and develop and implement rationalize approach to support deliverables

  • Talent management, development and retention ofUS-based direct reports (C14 and C13 levels) and matrix management ofIndia-based (C13 and C12) resources.

  • This role currently will work with the GCT’sleaders and CIO’s and will be responsible for deploying Data Governance andData Quality policies, standards, definitions and metrics for critical dataacross Lines of Business.

  • The role will work with Technology stakeholdersto identify critical business process such as account opening and regulatoryreporting, Manager Control Assessments and associated critical data elements,data quality rules & controls, monitoring and related issues management

  • Serve as GCT lead facing off with GCT Risk,Finance and Compliance stakeholders to ensure their data needs are met and thatdata quality issues originating from Consumer business processes are remediatedin support of Risk, Finance and Compliance objectives.

  • The role partners with senior management acrossTechnology to adopt data governance requirements and standards.

  • Collaborate with Data Governance Leaders acrossGCT to identify Data Governance gaps and implement corrective actions asappropriate.

  • Direct the day to day work of data governanceconsultants and data stewards to drive direction and manage progress againstspecified goals.

  • Provide regular performance and status reportsto the required stakeholders and contribute to status meetings.

  • Collaborate with Data Governance on requiredData Governance IT projects to ensure requirements are met and completed in atimely manner.

  • Monitor critical data elements to identify dataissues and to provide insights on identified issues as how they might impactthe data and business analysis.

Relocation to Irving or Jacksonville is required, relocation cost will be considered.

Qualifications

  • Candidates should have 10+ years of progressive and diversified banking data management experience, ideally including experience in organization design, process reengineering, and effectiveness and efficiency initiatives in the financial services or insurance sector. International experience is extremely beneficial. He/She should have a thorough knowledge of consumer banking operations and control systems as well as an understanding of best-in-class compliance and control methodologies. He/She must be proficient in risk and control analysis and concepts for a full range of products and specialized areas and will be skilled at analyzing root causes of problems and anticipating 'horizon' issues

  • This person may also be required to represent GCT with risk and control thought leaders based on driving leading edge practices or delivering on commitments. Effectiveness in working within a large scale and complex matrix organization is essential.

  • Strong presentation and relationship management skills are essential. This individual must be an articulate and effective communicator, both orally and in writing. This person will be comfortable acting as an agent for positive change with agility and flexibility.

  • This individual will have proven experience in deploying change and in influencing geographically dispersed teams of world-class professionals. He/She will have shown solid career progression within these well respected institutions and proven experience in a role with enterprise-wide scope.

  • 10+ years of data quality & analytics work experience preferred, with a direct experience in large-scale databases, data management tools (e.g. Cognos, Qlik, SAS, SQL, Ab Initio etc.) and data processing and warehousing experience (e.g. ETL, Teradata, Oracle, Hadoop-based infrastructure)

  • Strong technical understanding of data architecture, data quality and related technologies along with data quality management principles.

  • Data quality business process improvement experience as it pertains to compliance and data quality initiatives.

  • Direct experience in consumer/retail banking or financial services in the area of data management and cross functional work with functions such as Finance, Risk, Compliance, Operational Risk, Technology & Business Management is highly desired.

  • Solid working knowledge of core business functions such as quality management, data management, business intelligence, and information technology.

  • Experience driving large-scale technology-based change initiatives impacting information assets, data flows and regulatory reporting in consumer banking such as retail banking, credit cards, mortgage, investment products, small business and commercial banking.

  • Process design or reengineering experience in key bank functions such as sales, marketing, finance, accounting, risk, product management, operations, technology or compliance.

  • Minimum Bachelor’s Degree in any of the following disciplines: Computer Science, Information Technology, Engineering, Math, Economics, Finance
