The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees. To manage the Air Force's information delivery/retrieval system used to access active duty, guard, reserve, retired, civilian, and manpower data from the Headquarters Air Force's personnel data system.

- Plans, organizes, and directs the activities of the Director of Staff?s Data Retrieval Section, ensuring that analysis and information delivery projects complies with legal and regulatory requirements and meets customer needs.
- Exercises supervisory personnel management responsibilities.
- Represents the organization with a variety of installation and functional area organizations.
- Functions as a functional area expert on the use of automated data management systems and methodologies to support functional area workload.
- Performs special purpose studies on high-level interest items on either an individual basis or as a team member/leader.
- Creates, implements, and deploys computer applications from data primarily stored in SAS and ORACLE file formats.
- Programmer/analyst for military and civilian personnel data disseminated from the Air Force Personnel Data System (PDS) and Defense Civilian Personnel Data System (DCPDS) worldwide.

- Because of high utilization of the computer system, employee must respond to processing problems that may occur at any time during a 24-hours, 7-days-a-week schedule.
- This position may include information assurance (IA) work as an additional duty. Per DoD 8570.01-M, the recipient of this additional duty must achieve the appropriate IA certification within six months of assignment of these duties.
- A waiver of this six month requirement may be granted per DoD 8570.01-M, C220.127.116.11 or C18.104.22.168. Failure to receive the proper IA certification may result in the reassignment of this additional duty to another employee within the organization.
GS-2210-13 Specialized Experience: Individuals must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience which includes knowledge of the analysis, design and computer programming techniques/languages used within DOD agencies and in private industry; knowledge on a wide range of computer operating systems and operational procedures, especially in the field of in/out file processing; and knowledge of how to debug, modify and optimize existing information delivery systems and analyze, design and write object programs. This definition of specialized experience is typical of work performed at the GS-12 grade/level or equivalent in the federal service.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-12 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs):Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the analysis, design, and computer programming techniques/languages and relational database structures and administration used within the Air Force, other DOD agencies, and in private industry. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to plan, organize and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing. 4. Knowledge of several modern computer languages. Expert knowledge of SAS and ORACLE are a must. Knowledge and familiarity with capabilities and limitations of AFPC computer equipment configuration, programming languages, ad hoc query tools, and documentation regulations, is desired. This includes the ability to work on Microsoft platforms, including desktop office applications, as well as multimedia Internet information delivery platforms. Ability to quickly learn (and put into practice) new data query techniques. 5. Ability to (1) determine the most efficient and cost-effective processing technique, (2) analyze, design, and write object programs to meet stated requirements, and (3) debug, modify, and optimize existing information delivery systems. Skilled at troubleshooting, manipulating data, extracting information, and configuring/implementing changes to computer programs. 6. Ability to propose updates and modifications to ensure current systems stays responsive to changes in personnel policy, legislation, system security classification levels, privacy act statutes, and technology developments. Highly skilled in the negotiations of complex issues while maintaining good working relations with coworkers and high level representatives from other agencies.
PART-TIME OR UNPAID EXPERIENCE:Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
